Minister of Culture, Sports and Tourism Issues Directive on Preparedness and Response to Typhoon Kalmaegi

The Minister of Culture, Sports and Tourism has issued Directive No. 5909 on proactive preparedness and response measures for Typhoon Kalmaegi. The directive was sent to provincial Departments of Culture, Sports and Tourism and relevant units to ensure the safety of residents and visitors amid severe weather conditions.

According to the National Centre for Hydrometeorological Forecasting, Typhoon Kalmaegi entered the East Sea on 5 November as the thirteenth storm of 2025, with strong intensity and a wide impact area. The Ministry requests provincial authorities in Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak and Khanh Hoa to urgently address flood impacts, coordinate with local agencies and support affected residents and tourists. Immediate measures must be implemented to ensure safety with the highest level of priority.

Local departments are required to closely monitor storm developments, anticipate scenarios and mobilise resources for timely evacuation of residents and visitors to safe areas. Coastal provinces must review vessel activities, guide boats to safe shelters and prevent operations in high risk zones.

Depending on local risk levels, authorities may temporarily suspend festivals, entertainment activities and tourism services to safeguard public safety. Cultural and tourism infrastructure, historic and cultural sites and scenic destinations must be inspected and reinforced where needed.

Media agencies are asked to provide regular updates on storm progression, flooding and landslide risks to help the public and visitors prepare early. Units under the Ministry must coordinate with local governments to protect facilities, construction sites and ongoing projects.

The National Administration of Tourism and relevant departments must direct local tourism and festival operators to activate response plans, with particular attention to activities at sea, on islands and in vulnerable coastal zones.

Information and media authorities are tasked with strengthening communication on storm response skills and safety guidelines for communities.

Provincial departments and Ministry units in affected areas must maintain 24 hour duty teams to monitor developments and report on response efforts before, during and after the storm. Reports will be consolidated by the Ministry’s Office for submission to the Minister.

Deputy Minister Ho An Phong is assigned to oversee and direct the implementation of this directive.
